Why PDF checkboxes do not always work
A checkbox in a PDF can be a real form control, or it can simply be a square drawn on the page. If it is a real control, clicking may toggle it on and off. If it is just artwork, clicking will do nothing.
This is common in scanned forms, older forms, and PDFs exported from documents that were designed for printing. The box looks like a checkbox, but the file has no interactive checkbox field behind it.
Visible ticks solve the practical problem
If the recipient needs to see which option you selected, a visible tick is often enough. The finished PDF will show the mark in the selected box, just as if you had printed the form and ticked it with a pen.
This is useful for consent boxes, yes/no questions, option lists, declarations, and checklists. It also helps when a form has a mix of real fields and flat visual boxes.
Be careful with yes/no questions
Checkboxes are small, but their meaning can be large. A single yes/no answer can change which later sections apply. For example, a "Yes" answer might require an explanation box, while a "No" answer might conflict with written details elsewhere.
Before downloading, scan the page for follow-up phrases such as "If yes", "If no", "If applicable", "give details", or "explain why". If you ticked an option that triggers another box, make sure the follow-up answer is complete.

How to keep ticks readable
Place the mark inside the box, not over the label. If the box is very small, zoom in first. A neat tick is easier to read than a large mark that spills into nearby options.
